CrimTrac operates within a defined governance framework, which provides structure to the way the Agency takes on and delivers its work.
CrimTrac is not the decision maker in terms of deciding what work it will do. There is a rigorous process through which all new proposals are assessed.
All proposals to CrimTrac for services must adhere to this governance framework, and once there is sign off from the Board of Management, CrimTrac has a mandate to proceed with work.

The Federal Minister for Home Affairs and Justice, the Hon Brendan O’Connor MP, has the Commonwealth responsibility for CrimTrac.
The Minister sets the Statement of Expectations for CrimTrac, which provide clarity about the Government’s policies, objectives and strategic priorities, in relation to CrimTrac, for the year ahead.
The CrimTrac CEO is responsible to the Minister under the Public Service Act 1999 and the Financial Management and Accountability Act 1997.
The Standing Council on Police and Emergency Management (SCPEM) sets CrimTrac’s strategic direction, defines key policies, and appoints CrimTrac Board of Management members. SCPEM is advised by its Senior Officers’ Group.
The Council comprises the Ministers responsible for police from the Australian Government, each of Australia’s States and Territories, and New Zealand.
The CrimTrac Board of Management is responsible for the overall management of CrimTrac. It provides signoff on proposals to CrimTrac for services. Without a mandate from the Board of Management, CrimTrac will not proceed with any new body of work.
CrimTrac’s Board comprises all Australia’s Police Commissioners, the ACT Chief Police Officer, a Deputy Secretary of the Commonwealth Attorney-General’s Department, a Financial Adviser and an ICT Adviser. The Financial Adviser and the ICT Adviser are non-voting members of the Board.
The chairperson is elected by the voting members of the Board. The current Chair is Andrew Scipione APM, Commissioner New South Wales Police Force.
The CrimTrac CEO reports to the Board of Management on the Agency’s performance.












The Strategic Issues Group (SIG) provides advice to the Board of Management and CrimTrac on behalf of Australia’s police agencies from an operational policing perspective.
The SIG, Chief Information Officer Forum and Chief Financial Officer Forum form a core layer of CrimTrac’s governance framework. They work together to ensure that operational, technical and financial impacts are considered for new proposals of work, and to identify obstacles to information exchange.
THE SIG comprises representatives from all Australian police agencies, the Commonwealth Attorney-General’s Department and CrimTrac. The Chair of the SIG is appointed by the Board in consultation with the CEO.
CrimTrac’s governance framework for portfolio, program and project management is underpinned by the project management methodology, PRINCE2, which has been tailored to suit the needs of CrimTrac. For Information Technology (IT) projects, this methodology also integrates with the Systems Development Life Cycle (SDLC).
